Advisory ServicesRES supported the City of West Palm Beach in implementing an EPA Brownfields Cleanup Grant for the Henrietta Bridge Farm, an urban farm project in a USDA-designated food desert. RES provided environmental consulting services, including site assessment, remediation planning, and regulatory coordination.
Initial Phase I and II Environmental Site Assessments identified benzo(a)pyrene (BaP) contamination, restricting the farm to aboveground planting. Using grant funds, the City aimed to remediate the soil, enabling safe farm operations and improved access to fresh produce for the community.
RES developed an innovative remediation approach, incorporating tools such as Incremental Sampling Methodology (ISM), Alternative Soil Cleanup Target Levels (ACTL), and consolidated regulatory reports. This strategy minimized iterative sampling and streamlined compliance with the Florida Department of Environmental Protection (FDEP).
The project involved extensive collaboration with FDEP, Palm Beach County, the EPA, and the community. RES prepared key reports, including the Analysis of Brownfields Cleanup Alternatives, Sampling Plan, and Site Assessment Report, ensuring efficient regulatory approval. RES also facilitated community engagement, offering training and employment opportunities.
The project achieved regulatory closure under Risk Management Option III, enabling unrestricted site use and realizing the farm’s potential to serve the community.
