RES is developing the Mendocino Coast Mitigation Bank, the first mitigation bank in Mendocino County and the only bank in the Northern California coastal zone. This 142-acre bank will provide compensatory mitigation credits for unavoidable impacts to wetlands, riparian areas, and environmentally sensitive habitat areas (ESHAs), supporting regulatory compliance under Sections 401/404 of the Clean Water Act and the California Coastal Act.

Located in Manchester, California, the bank spans two strategically positioned parcels, Garcia Riverbank and Crispin Bank Parcel. These parcels have similar habitat types and are adjacent to waterways that drain into the Pacific Ocean. They offer high-quality habitat restoration and long-term conservation. Restoration efforts will improve hydrology, wetland function, and native plant communities, benefiting species such as the Point Arena Mountain Beaver and supporting critical floodplain and salmonid habitat.

Bank Parcels

Garcia River Parcel

This parcel focuses on restoring wetlands, riparian areas, and floodplain connectivity along the Garcia River. Restoration efforts will include reestablishing seasonal wetlands, stabilizing eroded gullies, and enhancing native riparian vegetation to support fish, wildlife, and water quality improvements. Additionally, the project will improve salmonid habitat by restoring channel margins and floodplain dynamics, increasing habitat complexity and ecosystem resilience.

Crispin Parcel

The Crispin Parcel targets restoration of mesic and upland coastal habitat, improving hydrology and native plant diversity while supporting the federally listed Point Arena Mountain Beaver. Restoration efforts will remove non-native species, enhance coastal scrub and wetland vegetation, and improve drainage patterns influenced by Highway 1 infrastructure. The site will be restored using a mix of native seeding, active planting, and natural recruitment to create a self-sustaining, ecologically functional landscape.
