The Pennsylvania Turnpike Commission faced a critical challenge as it advanced the Northeast Extension A38 to A44 widening project. The work required a significant amount of compensatory mitigation, and the original plan relied on credits from the Quaker Mitigation Bank. As the project schedule became more defined, uncertainty around credit release timing created risk for the client’s ability to stay compliant with permit requirements.
RES shifted strategy and developed the permittee responsible mitigation (PRM) project to meet the client’s timeline. This meant securing agreements with private landowners, collecting baseline data, and moving through design and permitting on an accelerated schedule.
Today, Middle Creek delivers 3,684.5 stream credits and 7.658 wetland credits, providing a significant portion of the mitigation needed for the Turnpike Commission’s widening project. Just as important, the site is on a clear path toward long-term ecological success. RES continues to lead maintenance and monitoring efforts as the restored streams and wetlands establish and mature toward meeting performance standards.
