The Swan Road Preserve is a 317-acre site in Solano County, California. The site was initially approved in 2025 as compensatory mitigation for impacts to the Swainson’s hawk (Buteo swainsoni) and California Department of Conservation (DOC) designated Important Farmland. A total of 303.45 acres were permanently protected through a conservation easement, secured with a fully funded endowment that ensures perpetual management and stewardship.

Positioned within the productive agricultural matrix of central Solano County, Swan Road Preserve provides high-quality foraging habitat within the Swainson’s hawk’s core range throughout the Central Valley. Open grasslands and managed agricultural lands create ideal hunting grounds for Swainson’s hawk, supporting their breeding and migratory use. The site also supports documented habitat for burrowing owl (Athene cunicularia), a state-designated Species of Special Concern.

Swan Road plays a vital role in maintaining habitat connectivity for the Swainson’s hawk across the region, helping sustain populations in a landscape where natural nesting and foraging habitat continues to face pressure from development and agricultural conversion.

The foraging habitat at Swan Road Preserve provides a flexible mitigation solution for developers, agencies, and infrastructure projects that intersect with Swainson’s hawk habitat. A 42.66-acre portion of the site is available for California Environmental Quality Act (CEQA) mitigation and can be stacked with prime farmland credits, providing a streamlined option for projects with overlapping impacts authorized under CEQA.
