Tara Kelly is a Regulatory Manager for RES’ Mid-Atlantic Region. With over 19 years of experience, Tara provides technical input and oversight for stream and wetland mitigation projects including both banks and Permittee Responsible Mitigation (PRM). Tara has overseen the development and management of 14 wetland and stream mitigation bank sites and over 60 PRM sites. For these 70+ mitigation projects, her responsibilities have included oversight of site feasibility and design, landowner contract coordination, regulatory agency review and approval, compliance monitoring and reporting, and credit sale management. This role involves a high level of coordination with the Interagency Review Team (IRT), which includes regulatory agencies such as the U.S. Army Corps of Engineers (USACE), U.S. Fish and & Wildlife Service (USFWS), Environmental Protection Agency (EPA), and the Virginia Department of Environmental Quality (DEQ). Tara holds a BA in Environmental Studies from the University of Pennsylvania, as well as a Master of Environmental Management degree from Duke University.
