As a Director of Project Delivery, Jennifer manages and provides technical input and oversight for multi-sector Design-Build projects. She has more than 20 years of experience in water resources engineering and project management.
Prior to joining RES in February 2019, she was the Deputy Director of Public Utilities for the City of Richmond, leading the Stormwater and Wastewater Utilities’ departments, where she oversaw 125 employees in the permitting departments, operations and maintenance, and capital improvements with combined budgets of more than $65 million annually. Her experience includes design and construction of Capital Improvement Projects, stormwater and wastewater utility operations and maintenance, directing engineering teams, water resources permitting, and coordination among the public and private sectors all while ensuring regulatory compliance. She has also worked for Jacobs Engineering as an Area Manager, overseeing dozens of water infrastructure projects, and as a Senior Civil Engineer for Bentley Systems.
Jennifer has a Masters of Science in Civil Engineering and Fluid Mechanics and a Bachelor of Science in Civil Engineering, both from Clemson University.
